Look at the fights in ICC that cleaving is beneficial and then compare it to fights where there arent things in pacts of 3 or more for you to cleave. Compare the number of bosses.

Dont count lootship, cleaving isnt beneficial on Ice Tombs. Surely cleaving doesnt blow execute out of the water, right?
