2h frost OP?

When I was playing my DK in 2h unholy, with my current gear, I was struggling to hit 20k. (I suck at unholy though so either way) I made the switch to 2h frost the other day and decided to test my DPS on dummies/single target heroic bosses, and I was hitting up to 25k+ burst and maintaining around 22-23k without CD's. Anyone else think Frost might of gotten buffed a little too much?
